The Republic of Azerbaijan has received financing from the World Bank toward the cost of the Real Estate Registration Project and intends to apply part of the proceeds for consulting services. The objective of the project is to ensure the reliable, transparent and efficient real estate registration system, which supports the real property markets and is suitable for the management and use of State-owned immovable property. The project will improve the transparency and security of real estate ownership rights which in turn will contribute to solving the issues of the use of property and real estate as mortgage and collateral in Azerbaijan. It will accelerate transactions in the real estate market and target the reduction of costs associated with cadaster and registration of real estate. One of the main focuses of the project is implementation of public awareness campaign.

Public Awareness Campaign has been implemented within the framework of this Project under appropriate contract. A number of public awareness, educational and informative activities has been implemented over the last period under the Project. Learned experience that has been used include: awareness of electronic services rendered in the field of real estate registration.  Several public presentations regarding the real estate registration and cadaster have been made.

This announcement for expression of interests is for the selection of a local company to render consultancy services to continue the public awareness campaign. The selected company should raise awareness of the public about the necessity and benefit of real property rights registration; Raise awareness of the public about reforms made in the field of registration of real estate rights in the country;

Explain to the public the rights and duties regarding registration of real estate and obtain feedbacks; Identify and inform key stakeholders about necessity and benefit of new real estate and cadaster technology; Apprise public of working principles of real estate digital data system; Broadly inform people on the procedures needed for registration of real estate rights, real estate cadaster, and inventory, determination of inventory and real market value of real estate;

Apprise real and potential participants of real estate market in the project area and, to the extent feasible, in the underserved area of the project, about the necessity of legal and social aspects of digital cadaster database development and digital cadaster map production; Explain the facilitation in property registration provided by digital maps and its other socio-economic benefits to property owners; Make local people aware of positive direct and indirect impacts of these activities within their   local context;  Achieve high support and assistance of public of project area and market participants during project implementation.

The Project Management Unit of the Real Estate Registration Project now invites local eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultancy firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, such as at least 2 years of experience in Public relations (PR) field; Experience in mass-media communications field and engagement of vulnerable and underserved communities; Experience in translating beneficiaries’ feedback during the PR campaign into concrete and actionable recommendations to be integrated in the new real estate registration system, and to improve the project activities; Having mutual contacts with mass-media resources; Experience in developing PR strategy, media plan, press releases; Experience in the advertising field; Computer skills and fluent Azerbaijani and English languages of the company staff.

The proposed duration of the assignment is 7 months from the date of commencement of services.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers May 2004, revised October 2006 and May 2010 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

 A Consultant will be selected in accordance with the Fixed Budget Selection (FBS) method set out in the Consultant Guidelines.
